1. The Declining Trust in Local Government Leadership
One of the most significant findings from the 2023 study is the growing concern about declining trust in local government. 58% of respondents identified the erosion of trust as a critical challenge—one that surpasses even financial constraints. As public trust declines, local government leaders face greater difficulty in implementing policies, attracting talent, and fostering public engagement.
Restoring trust will require leaders to be more transparent, accountable, and proactive in addressing community concerns. Strong leadership that values clear communication and public accountability will be essential to overcoming this challenge.
2. Organizational Culture is Key to Attracting and Retaining Talent
While many organizations recognize the importance of a positive work culture, only 33% of
respondents reported having a strong organizational culture within their local governments. Given that 51% of respondents said a positive workplace culture is a top priority when attracting leadership candidates, this gap represents a significant opportunity for improvement.
A healthy organizational culture can be a powerful tool for both recruitment and retention. Local government leaders should prioritize fostering environments that support collaboration, innovation, and work-life balance to appeal to top talent and keep them engaged long-term.
3. The Leadership Pipeline Requires Greater Investment
The study revealed that only 24% of respondents rated their leadership pipeline as “Very Good” or “Excellent,” while just 29% said their organization had a defined budget for leadership development. These statistics highlight the urgent need for local governments to invest in their leadership development programs to ensure a steady flow of skilled leaders ready to take on future challenges.
Without sufficient funding and resources, local governments risk falling behind in their ability to nurture new leaders, leaving critical leadership gaps that could impact service delivery and
governance.
4. Generational Challenges in Leadership Recruitment
One of the most persistent challenges facing local governments is the ability to attract and retain
younger candidates. 47% of respondents highlighted this as a major obstacle, pointing to a growing generational divide in the workforce.
As younger generations seek flexibility, professional development opportunities, and work
environments that align with their values, local governments must adapt their recruitment strategies. Offering competitive benefits, flexible work options, and clear pathways for career advancement will be essential to addressing this challenge.
